ANNOUNCEMENT – CHANGE IN THE GENERAL VAT RATE

Background

The Finnish government has proposed raising the general value-added tax (VAT) rate from 24% to 25.5%. This change will come into effect on September 1, 2024, and the new VAT rate will apply to goods and services that are currently taxed at 24%.

The change is set to take effect on September 1, 2024, at 00:00. There will be no transition period for this change.

The timing of goods delivery determines the applicable VAT rate

The VAT on the sale of goods is generally allocated to the tax period during which the goods are delivered, meaning transferred into the buyer’s possession. If the goods are handed over to the buyer no later than August 31, 2024, the applicable VAT rate will be 24%, even if the buyer pays for the goods later in September.

Other upcoming planned VAT changes:

The government program includes a potential increase in the reduced 10% VAT rate to 14%, possibly coming into effect on January 1, 2025.
Additionally, there is a possibility that candies and chocolate products will be moved to the general VAT rate during 2025. The exact timing is yet to be determined.
As of now, only the general VAT rate of 24% is set to change to 25.5% on September 1, 2024, at 00:00.

VAT Rate Change for Mando Cash Registers

According to the preliminary plan, a database run will be performed on Mando’s back-end system on behalf of Mando Oy on September 1, 2024, at 00:00. After this, it is advisable to first close the day on the cash registers and then load the parameters onto the registers. This parameter load will apply the 25.5% VAT rates to products that were previously under the 24% rate.

After loading the parameters, a new business day will be opened for September 1, 2024, and it will be verified that the VAT rates have changed to 25.5%. The old 24% VAT rate will be retained in Mando’s back-end system for reporting purposes, and a new VAT rate of 25.5% will be established.

Mando Oy will not comment on the sales price of products or their increases; the customer can make adjustments themselves if desired.

VAT Rate Change for Casio Cash Registers

The production and support of Casio devices have ended worldwide. However, Mando Oy offers an update guide for still-supported Casio cash register models on the website: [www.mando.fi](http://www.mando.fi). Additionally, support is available by calling our paid support hotline. (Phone: 0600-12356, Call charges: 2.21 €/min (incl. 24% VAT) + local network charge/mobile charge). Support is available on weekdays from 9 am to 4 pm.

The principle for Casio cash registers is that the new VAT rate will not be established, but the existing 24% VAT rate will be modified to 25.5%. Changes cannot be made in advance but must be done after the new VAT rate comes into effect.

First, all necessary Z-reports (daily, monthly, and yearly resets) should be generated from the registers, after which the changes can be made to the register. The changes are made at the customer’s own risk.

Support for Casio QT series registers is available if the devices are covered by a maintenance agreement.

Casio QT series cash registers are supported if the devices are covered by a maintenance contract. Maintenance customers can request instructions from the sales of Mando for the QT series cash registers mentioned below.

For older models, support or instructions will not be available in the future. This does not mean that it is impossible to change the VAT rate on older Casio cash registers. You may attempt to change the VAT rate if you wish to do so at your own risk.

We recommend that all Casio customers consider switching their cash register system, as spare parts and support will eventually end for all models. For the older Casio series, the time for change is particularly imminent.
